Thatcher’s policies in the 1980s saw a shift from traditional procurement to design and build. The introduction of EU procurement directives aimed at levelling the playing field, which left SMEs and micro-SMEs struggling to compete with larger firms. 20 years on, austerity measures following the 2008 financial crisis highlighted the high cost and inflexibility of design and build private finance initiatives, and the lack of growth hindered by EU procurement directives.
The tragic loss of life at Grenfell, the climate crisis, lack of diversity, Brexit, and the pandemic have all forced the built environment and government to reflect. Are measures introduced addressing local and global needs, how can we galvanise our voice in calling for a just transition in the built environment?
