Making England Smoke Free: A Public Policy Projects Public Health Reception

Public Policy Projects (PPP) is pleased to invite you to our public health reception on "Making England Smoke Free. Turning Policy into Practice: How do you deliver the Long-Term Plan in relation to smoking cessation?"

NHS England (NHSE) highlighted its plans to make England a smoke-free society in the Long-Term Plan (LTP). They proposed that by 2023/24 all admitted patients will be offered tobacco treatment services funded by the NHS. These tobacco treatment services have been modelled off successful programs in Canada and Manchester, UK and include advice, bedside counselling, timely Nicotine Replacement Therapy (NRT) and/or pharmacotherapy and follow-up after acute discharge.

PPP invites you to join an expert panel for a wide ranging discussion on this often sensitive topic, as we discuss how funding, resources and workforce will be allocated to successfully implement this model?

Speakers will include:

Dr Lion Shahab

Dr Shahab is an Associate Professor in Health Psychology at University College London and trained in psychology, epidemiology and neuroscience. He has more than 15 years’ experience in addiction research, tobacco control and health psychology with a particular interest in novel behavioural and pharmacological smoking cessation interventions, biomarkers, tobacco product regulation and policy, digital health and tobacco and alcohol use epidemiology. Dr Shahab has collaborated with academic as well as non-academic (e.g. governmental and non-governmental) partners and to date has authored over 100 scientific papers, reports and reviews in this area.

Rebecca Taylor

Rebecca Taylor works for JPA Health Communications, a specialist healthcare comms agency with offices in Washington, Boston and London. Rebecca holds a Masters degree in Public Health from King’s College London and has wide ranging experience in the health sector including having done public and patient engagement in the NHS, led Macmillan Cancer Support’s input to an NHS England early diagnosis of cancer programme, worked for the European Community Pharmacy body PGEU, and for the pharmaceutical industry.

 As Liberal Democrat MEP for Yorkshire and the Humber from 2012-2014, Rebecca was a key actor along with other Liberal MEPs in persuading the European Parliament to amend the EU tobacco directive in relation to electronic cigarettes. Rebecca’s position was that vaping, which is significantly less harmful than smoking and has offered a route out of tobacco for millions of Europeans, should not be regulated more stringently than smoking.
